IEP Reading Goals

Decoding, fluency, comprehension — measurable by design.

Reading goals are among the most common IEP goals, and the easiest to make measurable because reading has natural, repeatable probes: oral reading fluency checks, comprehension question sets, and decoding inventories.

The three typical strands

  • Decoding: phonics skills — measurable with word-reading probes or inventories
  • Fluency: words correct per minute on grade- or instructional-level passages
  • Comprehension: literal and inferential questions, retell quality, or text evidence

Making them measurable

Anchor each goal to a probe you can actually run weekly: "Given a 3rd-grade passage, will read 80 words correct per minute in 2 of 3 probes by the next review." Then track each probe as independent, prompted, or unable — the trend line tells you whether the intervention is working.

Pairing goals with instruction

Reading goals need matched instruction: differentiated passages at the student's level, repeated reading for fluency, explicit comprehension strategy work. Spark's Diffy engine tiers any reading passage, and goal tracking shows when a student is ready for the next level.
