IEP Reading Goal Examples
Decoding, fluency, and comprehension goals to adapt for your student.
These sample reading goals show the pattern of a measurable goal — condition, behavior, criterion, measurement. Adapt the levels, criteria, and supports to the individual student; examples are a reference, not a menu to copy.
Decoding example
"Given a list of 20 closed-syllable words, the student will decode words with 90% accuracy in 2 of 3 weekly probes by the next review period."
- Probe: weekly word-list reading
- Data: independent / prompted / unable per probe
- Track: mastery percentage against the 90% target
Fluency example
"Given a passage at the student's instructional reading level, the student will read aloud at 70 words correct per minute with 95% accuracy in 2 of 3 trials by the next review period."
- Probe: 1-minute oral reading, same passage type each week
- Score: words correct per minute and accuracy
- Track: trend line across weeks
Comprehension example
"After reading or listening to a short informational text, the student will answer 4 of 5 literal and inferential questions with one support (sentence starter or reference to the text) in 3 consecutive sessions."
- Probe: 5-question sets after reading
- Vary: text can be read aloud if that's the accommodation
- Track: independent vs. supported responses
