What Is an IEP?

The Individualized Education Program, explained for everyday classroom use.

An Individualized Education Program (IEP) is the written plan a team creates for a student eligible for special education services under the Individuals with Disabilities Education Act (IDEA). It defines present levels of performance, measurable annual goals, services, accommodations, and how progress will be measured and reported.

What an IEP contains

  • Present levels of academic and functional performance — where the student is now
  • Measurable annual goals, and in many states, short-term objectives
  • The special education and related services the school will provide
  • Accommodations and modifications for instruction and assessment
  • How progress will be measured and how often it will be reported to families
  • Placement — the least restrictive environment (LRE) decision

Who writes it — and who uses it

The IEP team — which always includes the family, and often the general education teacher, special education teacher, and specialists — writes the document together. But the classroom teacher lives inside it: the goals drive instruction, the accommodations shape lesson design, and the data you collect becomes the progress evidence the whole team relies on.

From document to daily practice

An IEP only works when its goals become part of daily instruction — probed, logged, and reviewed. That's the gap Spark was built for: goals from the plan become tracked goals in the app, with one-tap data collection and automatic progress trends. Spark is a classroom companion, not a compliance system — your district's processes remain the legal record.

Frequently asked questions

Is an IEP the same as a 504 plan?

No. A 504 plan provides accommodations under a different civil rights law and generally doesn't include specialized instruction; an IEP, under IDEA, includes special education services and measurable goals.
